From 1st April, 1930, the contract for the manufacture of Canadian postage stamps and postal stationery was awarded to the British North American Bank Note Company, Limited, Ottawa. This is an old- established firm which had not manufactured Canadian postage stamps since March, 1897. This change of contract necessitated the issue of completely new, regular series of stamps with the identical portraits of King George V on all the lower denominations. To replace the 3-cent provisional stamps of 24th June, 1931, two new regular-issue stamps were needed. The former 2-cent red-colour stamp could no longer be reprinted in the same colour since the Universal Postal Union agreements required a red-coloured stamp to pay the first-class rate on one-ounce letters.
