In the words of the Constitution Act of 1982, "The Canadian Charter of Rights and Freedoms guarantees the rights and freedoms set out in it subject only to such reasonable limits prescribed by law as can be demonstrably justified in a free and democratic society." The Charter protects such fundamental freedoms as freedom of conscience, religion, thought, belief, opinion, expression, peaceful assembly and association. It also safeguards democratic, legal, equality, mobility, language and educational rights. The Charter thus contains rights which evolved as part of Western Civilization over many centuries and other rights specifically tailored to Canada's unique circumstances. This stamp celebrated the fifth anniversary of the Charter. The design of this stamp, by Ralph Tibbles of Toronto, illustrates Canada's highly colourful coat of arms. The background, dark blue with thin red stripes, gives an impression of dignity and nobility which is particularly well suited to the theme.
