About Stamp

The Second Summit of Heads of State and Heads of Government of Countries Using French as a Common Language will take place in Québec 2-4 September 1987. The first such summit was held in Paris in 1986. The Summit evolved out of the wish, first expressed in the 1960s by President Senghor of Senegal, a Francophone community along the lines of the Commonwealth. Enthusiasm for this suggestion resulted in the creation of an agency for cultural and technical co-operation in 1970. At the first Summit in 1986, the leaders discussed the issues of the day, including the role of French as a fundamental expression of culture and civilization. The stamp design by Claude Gaudreau of Québec features the newly created symbol for the Québec Summit. The symbol takes its own colours from the flag of the States and Governments participating in the Summit.
