The Centre Block of the Parliament Buildings adorns a new Canadian stamp. After the British created the united Province of Canada in 1841, Kingston became the capital. Dissatisfied with Kingston, legislators moved the capital to Montreal in 1844. After the Montreal riots of 1849, the capital began switching back and forth between Quebec City and Toronto. The government finally referred the question of a permanent capital to Queen Victoria. Her personal representative in Canada, Governor General Sir Edmond Head, drafted a secret memorandum supporting Ottawa. His arguments convinced the Colonial Office, the British Cabinet, and subsequently the Queen. The prestige of the Queen's name thus solved a problem that had divided Canadians for years. Reinhard Derreth of Vancouver designed the photographic adaptation of the Peace Tower used to illustrate the Parliament stamp.
