This stamp was issued in commemoration of the seventy-fifth anniversary of the thirteenth amendment to the Constitution.
The dimensions of this stamp are 0.84 by 1.44 inches, arranged vertically. It was printed in purple by the rotary process and issued in sheets of 50.
The central design is a reproduction of the statue entitled "Emancipation" by Thomas Ball in Lincoln Park, Washington, D.C., portraying Abraham Lincoln and the slave. The base of the statue is partly obscured by a panel with white background, containing the inscription "75th Anniversary of the 13th Amendment to the Constitution" in dark lettering arranged in three lines. Across the top of the stamp is the wording "United States of America" in dark color. At the base of the stamp on a dark background is the denomination designation: "Postage 3 Cents" in white. The numeral is inclosed in an oval frame with scroll-like ornaments on each side. All lettering on the stamp is in architectural Roman.
The stamp was first placed on sale at the World's Fair, New York, post office on October 20, 1940.
