The Department issued the 5-cent stamp portraying George Washington, the third in the "Prominent Americans" series of regular stamps, through the Washington, D.C., post office on February 22, 1966.
The stamp was designed by Bill Hyde of San Francisco, based on a Rembrandt Peale portrait.
