The Department issued the 5-cent SIPEX postage stamp at Washington, D.C., on May 21, 1966, opening day of the Sixth International Philatelic Exhibition; a souvenir sheet followed on May 23, 1966.

Designed by Thomas F. Naegele of New York, the issue used both lithography and Giori press printing to combine multiple colors associated with the exhibition theme. The souvenir sheet was designed by Brook Temple of New York City.
